Senior Technical Expert (Child Labour or Children in distress)
(1) Qualifications:
A postgraduate degree from a recognized University in social work/law/Social Sciences.
(2) Experience:
(i) Essential:
a) Minimum 08 years of working experience in project formulation / implementation / monitoring / evaluation in the Child Labour or Children in distress sector;
b) Atleast 2 years field experience in Child Labour or Children in distress issues.
c) Proven experience in examining cases, reports & preparation of brief etc.
d) Proven experience of M.S. Office including MS Word, MS Excel and MS Power Point.
(ii) Desirable:
i Experience in handling child labour related cases / programmes would be an added advantage.
ii Experience in child rights/child protection/child welfare/child development and related issues.
iii Fluency in reading and writing English, Hindi and regional languages.
iv Research experience in Child Labour or Children in distress Sector.
v Working with community on child protection and related issues.
vi Sound knowledge and familiarities with legislation/rule/case laws /Programmes relating to Child Labour or Children in distress System.
(3) Age Limit:
21 years and above.
(4) Job Requirements:
i To examine and review the safeguards provided under various child labour legislations and suggest measures for their effective implementation;
ii To examine all factors that inhibit the enjoyment of rights of children subject to child labour;
iii To review the existing policies, laws, programme and practices in relation to their compliance with the treaties/international instruments relating to Child Labour or Children in distress;
iv To prepare time bound action plan/work plan for monitoring the rescue, repatriation, and rehabilitation of child labour with the support of SCPCRs, other agencies/experts (as the case may be);
v To set measurable / quantifiable targets for self as well as for all staff working under him/her and ensure timely achievement;
vi To prepare research proposals concerning Child Labour or children in distress under the guidance of Member concerned;
vii To prepare periodic/annual report on the subject as required under CPCR, Act;
viiiTo deal with all complaints/suo-moto cases of violation of child rights;
ix To assist the Expert/Working Group/Committee that may be constituted by NCPCR on the issues relating to Child Labour or children in distress, including its meetings, minutes and correspondence;
x To deal with all issues relating to Child Labour or Children in distress in the Commission;
xi Any other work that may be assigned to him/her by the Supervising/Reporting Member/ Officer.
(5) Remuneration Range:
Rs. 50,000/- to 60,000/- per month
(6) Terms and Conditions:-
i The incumbent will be provided remuneration as agreed to subject to deduction of TDS as per rules applicable from time to time;
ii TA/DA will be paid for the outstation official visits undertaken as per the Rules applicable from time to time.
iii Conveyance will be provided for field visits as per applicable rules;
iv Leave will be granted in accordance with the Leave Policy of the Commission.
v The incumbent may be asked to attend the office on Saturdays / Sundays / Gazetted Holidays in case of exigencies of work, for which compensatory leave as per the Leave Policy of NCPCR will be allowed.
vi The incumbent has to maintain confidentiality of the assigned work/files/records and will not use the information / data / report for publication / dissertation / thesis or any other purpose.
vii The incumbent will not take any hospitality from any other source;
viiiThe continuance of consultancy contract will be subject to satisfactory performance, necessity and availability of funds;
x The incumbent is required to properly handover the charge of all documents, files, data etc handled by him/her to a designated official before quitting NCPCR;
xi The incumbent has to submit a work report towards the end of every month outlining the tasks performed through his/her Reporting Officer.
(7) Period of Contract:
1 year (renewable, based on necessity, performance and fund availability
